We purchased a 5 day Global Pass last January. We start our travel next month. We have never received any paper documents from Eurail, is that normal? The U.S. had a lot of mail issues early this year.

Did you booked a mobile or paper pass? Maybe check your emails 
as they send the paperpasses usually tracked :)
