Pass bought during big sale

I've read on the Facebook forum that passes bought during the anniversary sale now have a two-month ‘grace period’  For example, a pass that needed to be activated on the 11th of May, is now valid until 11th July.  Is this true?

If true, will this effect my ability to exchange my ticket?  I've been advised that I can exchange my ticket (because it wasn't activated by the cut off date) if I purchase another ticket of the same value # before the cut off date#  

Does the new date count?
