Assuming you didn't buy the new Interrail Plus pass, then yes, you can get a refund or exchange your pass, see the conditions here when you bought your pass on interrail.eu:

The reservations (for a regular pass) are separate and don't influence the exchange or refund of the pass. They have their own exchange and refund conditions.

My Flexi Global Pass for mobile was completely unusable locally, so I decided to cancel everything and completed my trip using other means.
