Refund difference between mobile and paper pass

Is it correct that :

a complete refund for a mobile pass is possible (not activated)

while, for a paper pass, this is only a 85% refund ?

For a mobile pass, it depends. Promotional passes can often be refunded for 85%. Check this page for details.
