You may not want to activate your pass until you actually have a passport.  If there is some delay or problem with the passport then an activated pass will be of little use to you.

Having said that, I thought there was an option to use national ID in the process.  I think the main driver behind the ID part is to make sure that the person named on the ticket is identifiable, and nation ID achieves that.  It’s just that national ID won’t be much use when crossing a border elsewhere as you will likely need a passport.

I’ve used both already, since I know my national ID number by heart. As long as you can be identified via a unique number that is linked to an official document belong to you, it would presume it okay.

The main goal is to avoid abuse, not enabling people trying to share passes instead of buying one themselves.

Don't activate the pass until you have your passport. 

You also need your passport to get your Schengen visa.
