Is the local train from Lucerne to Rothesburg covered in Global pass?

Yes. Basically all Swiss trains are covered except mountain peaks and some S-Bahn near Zurich (to Uetliberg and Esslingen).
The Rail Planner shows these trains as "not in pass network".
