I am booking a reservation free trip from Munich to Den Hag which is reservation free.   I can pay if I wish.

 

However, the system won’t allow me to add this trip to my cart unless I pay for a optional reservation.

 

 

 

Am I missing something or is there a bug?

If you don't want a reservation, then you don't need to book anything.

If however you do want a reservation, then you need to pay. It's best not to do that via Interrail because they are much more expensive than DB and ÖBB, especially for optional reservations. For this journey, which looks to be via Venlo and therefore not needing any mandatory reservations, you can only book the first train, Munich-Düsseldorf, which is cheapest via tickets.oebb.at: €3 instead of Interrail's €8.
