I plan to travel to Munich on July 30 and purchase a European rail pass to take the train to Paris and London. I will be 28 years old on August 3. Can I purchase a youth pass?

Yes, as long as you are within the age limit on the first day of activation of the pass then you can use it for it’s duration.
