Is this still an issue up to now? I cannot proceed with the seat reservations. I am trying to book Italy-Paris but I cannot even book it on oebb.

If you give your exact travel details (route, departure date and time) you will get advice.
As far as I know there are no direct trains from Italy to Paris. ÖBB can't book trains to France so that's why it doesn't work there. You need to split the reservation in at least two parts.
