That depends on the train you want to book. It's usually not the Interrail app or website because they add a fee to each and every reservation.
Usually on the Website of the operating traincompany or at a ticket office (Many reservations can be done even from a different country) For example back in 2019 i could reserve in Slovakia a TGV from Germany to France
