It says on the app the train from Zagreb to ljubliana needs a seat reservation that is free how does that work? I also just got a train from bled to Zagreb that went through ljubliana that had no reservation. So I'm confused as to whether or not I need to buy a ticket.

Seat reservations are not needed for this short journey, they're only mandatory for the whole journey to Zurich/Stuttgart.
I guess you could get one at Zagreb train station but it's optional
