I am looking to travel by rail from Milan to Monte Carlo Monaco and I would like to find a schedule of train departures and arrivals. I am leaving Milan on December 27 and returning on December 31.

Timetables should be on Rail Planner in the coming weeks. For now you can use Trenitalia for Milan-Ventimiglia. Although I suspect some trains to be missing (i.e. 09:10 and 11:10 departures) we know for sure that the 07:10 and 15:10 IC are running. 3€ mandatory seat reservation on top of your Eurail Pass.
Then for Ventimiglia-Monaco I recommend the SNCF website. Trains are running every 30 min, no reservations required or even possible.
