Refund for taxi from DB

Yesterday when travelling to London with an Interrail a signal fault meant our train stopped outside of Koln. No station staff and the driver had no idea when we could proceed. Had no choice but to take a taxi for 45 euros. We have the receipt and a set of DB reservations all the way to Brussels. Who might arrange a refund DB or Interrail?

The local railway company is responsible. So I'd try DB and complain with the EBA or söp if DB doesn't reimburse.
