You can avoid the reservation fees on Verona-Milan by taking regional trains, a bit slower. It’s not really worth doing this for the other journeys.

Yes, it is mandatory to reserve seats in the Frecciarossa (the company is Trenitalia). You can board, but you will have problems with the ticket inspectors and probably pay a fine in the train.
