No problem to reserve seats in 2nd class with a 1st class pass.
When someone buys an ordinary (non interrail) 1st class ticket, seat reservations are often included in the price (with flexible 1st class tickets with DB and all 1st class tickets of ÖBB).
There’s also just fewer seats in 1st class than in second.

I'm going to do this in "certain" cases
In the past my boss said to me: "But sir, you can travel 1st class with us"... my reply:
"Yes, but you know I prefer to eat in the restaurant car, so why travel 1st class" I said to him, but: "Here's the bill for the restaurant": The manager: "Ahhhh...all the same, and with 2 Cognacs ;)" with a smile It was good?
