Let’s say that the railway company of the country i am visiting states clearly that all the trolleys that take more than the specified maximum volume must pay an extra fee, Does this apply too when using interrail?

You can usually take any luggage you can carry yourself.

If your example is a real one, then I'm curious which company that is.
