Are there restrictions for non EU citizens for traveling through European countries with a Eurail Pass?  As a fully vaccinated USA citizen will I be able to freely cross for example Italy into Switzerland and then on to France?  I understand I’ll have to provided proof when I enter the EU, but will I have to fill out paperwork and prove myself when I travel through other countries?

Reopen Eu this website is the major overview of Travelregulations due Covid within the European Union the page is almost uptodate. The regulations changes usually weekly but sometiems even within just few days. Since 1st July there is a european vaccination pass (it´s a QR Code on your phone) to ease the travelprocess. The rules are sometimes a bit strange for example Italy - Germany (by train no test needed just the Vaccination pass, if you fly you need a PCR or Antigen Test even if you are vaccinated).
